The authors, along with Montgomery, “held long-standing conversations with many active duty and now retired or divorced officers and enlisted staff about their vision of U.S. Navy culture following a series of high-profile and damaging operational failures in The Navy’s Surface Warfare community, ” the recorded report.
The report reported that an anonymous Lieutenant who is now on active duty said, “Sometimes I think we are more respectful if we have enough officers of diversity than if we can survive a fight in navy in China. “
